Fresno Trafficking Case Leads to 40-Year Prison Sentence

The Fresno County District Attorney’s Office announced that 43-year-old Samuel Packard was sentenced to 40 years in state prison following his conviction for human trafficking and pimping. Prosecutors said he targeted a 19-year-old woman from out of state who was stranded with no money, phone, or support.

According to court records, Packard allegedly transported the victim from Northern California to Oakland and then to Fresno, where authorities say he forced her into commercial sex acts through threats, intimidation, and violence. After months of abuse, the victim escaped and contacted law enforcement.

Packard was found guilty on all charges on May 1. Prosecutors noted that he has a prior human trafficking conviction in Merced County and is awaiting trial on separate allegations of attempting to prevent the victim from testifying.

Legal Protections for Trafficking Survivors in California

Cases like this highlight the protections available to survivors under California law. Under California Penal Code § 236.1, human trafficking—including trafficking for commercial sexual exploitation—is a serious criminal offense. Sex trafficking may involve force, threats, coercion, fraud, or the exploitation of vulnerable circumstances.

Beyond criminal prosecution, survivors may also access victim assistance programs, counseling services, and potential civil legal remedies.

Key points for survivors and families:

  • Traffickers often target individuals facing financial, housing, or personal hardships.
  • Criminal charges are separate from potential civil claims for damages.
  • Survivors may qualify for support services and legal protections under California law.
  • Available legal options depend on the specific facts of each case.
