San Francisco, California – A missing 17-year-old girl from the East Coast was safely recovered during an undercover operation in South San Francisco, California, highlighting the ongoing dangers of sex trafficking involving minors. Authorities later arrested a woman from San Francisco related to the exploitation scheme.
How Police Rescued the Missing Teen
South San Francisco police were alerted on Monday after receiving a tip from another law enforcement agency regarding a missing teenage girl believed to be in immediate danger. Detectives soon identified an online advertisement that displayed the minor and promoted commercial sex acts.
Officers conducted an undercover response and were directed to a hotel on the 1300 block of Veterans Boulevard. Upon arrival, they located the teen and ensured her safety.
Investigators determined that 23-year-old Liliana Mejia was also at the hotel and had been trafficking the girl. Mejia was arrested on suspicion of human trafficking of a minor, as well as pimping and pandering offenses. The teen has been placed in protective custody and connected with appropriate support resources.
Accountability and Compensation for Trafficking Victims
Sex trafficking cases involve criminal penalties for traffickers and civil remedies for survivors. Under California and federal law, minors in commercial sexual exploitation are recognized as victims, not offenders. Survivors can hold traffickers and third parties responsible. Civil actions help victims access resources for recovery and hold negligent actors accountable.
Survivors may pursue:
- Civil claims against traffickers for coercion, exploitation, and psychological harm.
- Damages from hotels, platforms, or businesses that failed to report or prevent trafficking activities.
- Access to victim compensation programs, counseling, and protective services.
- Legal remedies under California Penal Code § 236.1 and the Federal Trafficking Victims Protection Act (TVPA).
