Richmond Faces Lawsuit Over Sex Trafficking Involving Police

RICHMOND, California — A lawsuit has been filed on February 14th, 2024, against the city of Richmond by Jasmine Abuslin, also known as Celeste Guap, outlining her harrowing experience with the Richmond Police Department, alleging that she was sex trafficking victim in exchange for police protection and information. 

Among the defendants named in the lawsuit are current Police Chief Allwyn Brown, former Police Chief Chris Magnus, and Internal Affairs Division head Lt. Brian Dickerson. Abuslin accuses them of turning a blind eye to the misconduct within the department and failing to adequately investigate or discipline the involved officers.

According to Abuslin, it was only after the allegations in Oakland became public that Richmond police initiated an investigation into the misconduct. The investigation resulted in disciplinary actions against eleven officers, including recommendations for termination, demotion, and suspensions, as well as letters of reprimand.

John Burris, Abuslin’s attorney, condemned the actions of the Richmond officers, stating, “They took advantage of a vulnerable young person… Instead of acknowledging that and getting her help, they took advantage of her vulnerabilities.” Burris also highlighted the alleged attempt by the officers to prevent Abuslin from testifying against them by sending her to Florida under the guise of attending a drug treatment program.

The lawsuit accuses all eight officer defendants and the city of Richmond of conspiring to obstruct justice through witness tampering. Despite attempts to reach out for comment, Richmond Mayor Tom Butt and the Richmond Police Department were unavailable for response.

Abuslin’s life has been profoundly impacted by the misconduct revealed in these allegations. Burris described her struggles, stating, “It’s been very difficult for her. She has good days and bad days.” The lawsuit represents a significant development in the ongoing fallout from the police sex abuse scandal, shedding light on the alleged exploitation of vulnerable individuals within law enforcement.
